About Hayley Gleason
Dr. Hayley Gleason serves dual roles at the Department of Health Care Policy & Financing, Colorado’s Medicaid Agency. She is the Department’s Strategy Officer and the Strategic Outcomes Division Director within the Office of Community Living. In these roles, Hayley serves as the liaison with the Governor’s Office to coordinate new federal actions impacting the Department, including HR1, Executive Orders, and changes in federal guidance. Additionally, she has overseen the planning, development, and implementation of the Department’s stimulus funds (apx. $650M), facilitating engagement with other state agencies, stakeholders and federal partners and developing and managing internal structures for implementing programs. Hayley is also responsible for the Office of Community Living’s communication, training, stakeholder engagement, coordination of priority projects, and strategic planning.
Dr. Gleason is a Gerontologist with expertise in aging policy, long-term services and supports, and the direct care workforce. Hayley has held leadership positions within the private, non-profit and higher education sectors, all with a focus on older adults and long-term care. Hayley also has extensive experience working on community-based efforts to improve services for older adults, including age-friendly initiatives.
Hayley has a doctorate in Gerontology from the University of Massachusetts Boston and a Masters in Social Work from the University of Michigan. Dr. Gleason’s research focuses on the recruitment, retention, training and supervision of the direct care workforce. Hayley has presented and published extensively on the topic, including speaking at over 50 state and national conferences and publishing in the Journal of Aging and Mental Health, Geriatric Nursing, the Gerontologist, the Journal of Pain and Symptom Management, and the Journal of Applied Gerontology.
